TCSRD defines both short-term and long-term goals across projects that focus on people, livestock and environment. The organisation prioritises reaching the most isolated or marginalized communities, selecting beneficiaries using participatory rural appraisal (PRA) tools.

Need-based project proposals are prepared and are submitted to like-minded funding organisations and government departments for partnering with government schemes. Various funding agencies also approach TCSRD for implementation of issue-based programmes.
